WHAT IS A RECORDER
As Maricopa County Recorder, Stephen is responsible for public documents, voter registration, and mail voting in Maricopa County. Each of these functions is central to governance.
Regarding the recording of public documents, Stephen’s office records approximately one million documents every year. The vast majority of these documents relate to real estate, and they enshrine and protect the ability of all Arizonans to own property.
Stephen’s voter registration responsibility is a large one. Maricopa County is the second largest voting jurisdiction in the United States with approximately 2.4 million active registered voters. Stephen’s team is responsible for processing all new voter registration forms, all modifications, all cancellations, and daily voter list maintenance.
Stephen’s third major responsibility is the administration of mail voting. Arizona law has allowed no-excuse vote by mail since 1992. Now, approximately 85% of Maricopa County votes by mail. Stephen is responsible for sending out mail ballots, tracking all steps of their return, ensuring their validity, offering updates to voters, and ultimately removing the ballots from their return envelopes for processing.

The Maricopa County Recorder’s Office is statutorily responsible for recording public documents, registering voters, and early voting in Maricopa County. Election Day voting and tabulation is overseen by Stephen’s partners in elections, the five-member Maricopa County Board of Supervisors.
Maricopa County is the fourth largest county in the United States, home to 4.6 million residents. The County has 2.5 million registered voters, making it the second largest voting jurisdiction in the country (behind Los Angeles county), and 62% of the voting population of Arizona.
